The structure was built and designed at the Brooklyn Navy Yard by the founders of Pvilion, Robert Lerner, Todd Dalland and Colin Touhey. It is the first of its kind flexible PV panel charging station in Texas, which will assist in promoting Pflugerville Community Development Corporation and the City of Pflugerville. According to Floyd Akers, Director of the PCDC, the solar sail will act as a sculptural gateway of solar energy for the city as well as the new industrial park. As the company is known for the use of lightweight materials, flexible solar panels 0.125 inches thick are tensioned on flexible stainless steel sheets to provide electricity to the utility grid even if the cars are not being charged.

The cost of stations is estimated about US$ 85,000 by Colin Touhey, CEO of Pvilion and each design can be customized depending on the needs of the clients.
