Eco Factor: Cultural developments combine lush greenery with real urban substance.

In an attempt to convert Ostrava as the cultural capital of Europe by 2015, the city invited architects to send in their proposals showing cultural development and urban transformation. NL Architects received a special mention for their entry “Black Meadow” that displayed designs for a concert hall, an exhibition hall, a center for modern music, a school, a creative incubator combined with a school of arts management, and residential buildings.

The design experiments with a new type of park, an urban park that blends lush greenery with real urban substance. This design beautifully places modest sized buildings within green parks, maintaining continuity of the park and enhances the use of the park. Cerna Louka or Black Meadow is located next to the river,in-between the historic center and massive projected urban developments. The model of a new type of city includes single sided perpendicular parking that is a very friendly way to park.

The proposal has room for a bunch of mini towers with minimal footprint. These towers will house studios for artists, residential units and student housing. What shows the architects brilliance is the fact that the proposed strategy is very flexible. Alterations like inserting new structures or exchanging building during the design process can be made easily.
